Halifax realtors face Meta’s housing ad restrictions in Canada, with limited targeting options and a wider ad radius.

Meta’s Housing Ad Category in Canada: What Halifax Realtors Can Still Target, and What Works Instead

You set up a Facebook ad for a Clayton Park listing, target 35- to 55-year-olds within 5 km, and Meta rejects it. Or it approves it only after you tick “Housing”, and half your targeting options go grey. Most of the guides explaining why are written for the U.S. The rules apply in Canada too. Here they are.

Meta requires advertisers running housing ads that reach the United States or Canada to declare the Housing special ad category. Once you do, targeting is restricted: the full adult age range, all genders, no postal code targeting, no location exclusions, a wide minimum radius around any location, and no lookalike audiences. You can’t narrow the audience the way you would for a restaurant or a gym. So the ad itself has to do more of the work. That’s the whole game.

What Counts as a Housing Ad

More than listings. Treat it as housing if the ad promotes:

  • homes for sale, including open houses and “just listed” or “just sold” posts
  • rentals, from apartments to rooms
  • a real estate agent’s or brokerage’s services
  • mortgages and home equity products
  • home insurance
  • new developments and condo presales

Content that’s purely educational about housing rights doesn’t count. When in doubt, declare it. It costs nothing. Failing to declare leads to rejected ads and can put restrictions on the ad account.

What That Radius Means in HRM

A radius of about 24 km drawn around downtown Halifax reaches Bedford, Lower Sackville, Cole Harbour, Eastern Passage and most of Timberlea. You cannot aim a housing ad at “people in Clayton Park” or “people in the South End”. For a Bedford listing, the ad will also reach people in Spryfield and Dartmouth, whether or not they’d ever consider Bedford.

That changes the job. Completely. Since you can’t pick the neighbourhood through targeting, the ad has to announce the neighbourhood itself, clearly and early, so the right people stop and the wrong people scroll past without costing you much.

Let the Creative Do the Targeting

  • Name the place in the first second and the first line. “Three-bedroom in Bedford West, 10 minutes to the Larry Uteck exit” filters better than “Stunning family home!”
  • Show the setting, not just the kitchen. An aerial opening shot of the street, the water or the park tells a local viewer exactly where this is. Drone footage does this faster than any caption. The rules for commercial drone flights in HRM are in our drone guide.
  • Lead with the price or price range where your brokerage allows it. It filters out the wrong buyers before they click.
  • Use short vertical video. A 20- to 30-second walk-through, with the neighbourhood named on screen, is well suited to Reels and Stories placements.
  • Describe the property, not the buyer. Avoid wording that suggests who should live there, like “perfect for young professionals” or “ideal for a family”. Housing ads are expected to be neutral about the audience. Nova Scotia’s Human Rights Act also prohibits discrimination in accommodation.

Audiences That Still Work

  • People who watched your earlier videos or engaged with your page. Retargeting engaged viewers is one of the more reliable ways to reach people who’ve shown interest in your listings.
  • Your own lists, such as past clients and newsletter subscribers who agreed to hear from you, uploaded as a custom audience where Meta allows it for your category.
  • Website visitors to your listings pages, if the Meta pixel is installed and your privacy notice covers it. Our Canadian website compliance checklist covers what that notice needs to say.

How to Judge Whether It’s Working

Cost per click will look worse than on unrestricted campaigns, because the audience is broader. Don’t panic. Judge housing ads by what matters: showing requests, listing page visits from the ad, video views to 75%, and messages. For agent-brand campaigns, look at inquiries over a few months, not a single week.

If Facebook ads aren’t producing inquiries at all, compare the channel with Google search, where people are already looking for a home or an agent. We compared the two for local businesses in Google Ads vs Facebook Ads in Halifax.

The listing content matters more under these rules, which is why our real estate package ($349 plus HST) includes three short vertical videos and aerial coverage alongside 15 edited photos, and a drone-only shoot is $299 plus HST. We can also set up the housing campaign itself through our social media service. If you’d like help with a listing or an agent-brand campaign, send us the details.
